[Analysis: U.S.-Iran Disagreement on Memorandum of Understanding – U.S. Focuses on Nuclear Talks, Iran on Hormuz]
According to a report by Golden Finance on June 30, citing Al Jazeera, maritime security analyst Alexandru Hudisteanu stated that there is a "misalignment" in how the U.S. and Iran interpret the memorandum of understanding. Iran tends to strictly adhere to the agreement's textual provisions, while the U.S. places more emphasis on the overall spirit of the agreement. This divergence is particularly evident in the arrangements for passage through the Strait of Hormuz.
Analysts believe that Iran aims to formalize the current arrangement as a bilateral temporary ceasefire agreement with international legal validity, whereas the U.S. views it as an "understanding," meaning Iran would ensure the smooth passage of shipping through the Strait of Hormuz for the next 60 days, after which further discussions would continue. Hudisteanu pointed out that Iran currently prioritizes addressing issues related to the Strait of Hormuz and sees it as a critical bargaining chip in negotiations with the U.S.; meanwhile, the U.S. hopes to resolve the strait issue quickly and shift the focus of negotiations to Iran's nuclear program.
