Sources familiar with the matter revealed that the dinner was invitation-only for select clients. Just hours earlier, the Federal Reserve had announced its latest policy decisions. The dinner coincided with the Federal Reserve's blackout period for external communications. During this blackout period, Federal Reserve officials are prohibited from publicly commenting on economic conditions or monetary policy in the days surrounding a meeting, with the blackout lasting until the day after the meeting concludes (Thursday). Although Federal Reserve rules do not explicitly prohibit closed-door meetings, the guidelines require officials to avoid sharing personal policy views with anyone who could financially benefit from them unless those views have already been made public. The rules also state that officials should not allow any company to gain a reputational advantage over competitors. According to the Federal Reserve's communication policy, policymakers are expected to exercise caution and rigorously consider this principle when arranging meetings with individuals who might benefit from exclusive access to Federal Reserve officials, as well as when accepting invitations to events hosted by for-profit organizations or events not open to the public or media. It remains unclear whether Bowman, who oversees banking regulation, violated these rules by attending the dinner.
