The aim is to foster innovation and development in distributed digital identity and its interoperability and mutual recognition applications, support the construction of foundational shared service capabilities for the national blockchain network, and advance cross-platform interoperability and mutual recognition of digital identities across various sectors of the national economy and social development. The regulations define distributed digital identity as a new type of digital identity based on blockchain and other distributed technologies, enabling users to independently manage their identity information. It consists of identifiers, keys, verifiable credentials, and verifiable statements, and can be applied in scenarios such as digital account management, login authentication, and data authorization. The goal is to address issues related to cross-regional, cross-industry, and cross-platform identity interoperability and mutual recognition. Feedback on the draft regulations is due by July 18, 2026.
