The US Senate is intensively negotiating the CLARITY Act, which aims to clarify that developers of unmanaged software will not be held legally responsible for third-party use of their code
According to a report by Golden Finance, with just over two weeks left before the US Congress adjourns on July 4th, senators are intensifying behind the scenes negotiations to push for the CLARITY Act to enter the full Senate voting process as soon as possible after the recess. Sources say that senators from both parties will meet this week to discuss controversial provisions, including clarifying that non hosted software developers "should not be held legally responsible for third-party use of their code without knowing it was used for illegal purposes." Previously, law enforcement agencies were concerned that this provision may weaken their ability to hold accountable for on chain illegal activities.
Industry insiders point out that as the legislative window gradually narrows, the CLARITY bill is entering a critical juncture. If it cannot be completed before August, the related process may be further delayed due to the impact of the election cycle.
