If the U.S. attempted this, I reckon BTC would trade close to the fix across markets much like gold in the 1930s. It would be a huge wealth destruction event for all holders, regardless of how successful the govt was at acquiring citizens' coins.(𝐓𝐗𝐌𝐂)
