I was heavily involved in the Zcash community discussions about donating the block fee a few years ago as well as involved in discussions that @owocki and @ameensol were having even further back about a block reward redirection to public goods funding.
My view is that a block reward funding mechanism works well for Zcash because the community was small enough to come to consensus on the funding mechanism, there were only 2 major Zcash orgs to get funding at the time of creation (ECC/Bootstrap and the Zcash Foundation), and there was already a precedent of a portion of the block reward going to the early investors in Zcash.
The largest hurdles for Ethereum to set up a similar model are structural and governance related, not protocol related. In short: Who decide who controls the funds and what they are spent on? Unless those questions are answered, focusing on other aspects may be a distraction.
I don't think it's impossible for a funding mechanism involving burned ETH from staking to exist, but it is highly unlikely at this stage.(Hudson Jameson)
