According to Interfax, the Russian State Duma Financial Markets Committee has submitted second-reading amendment proposals to the Ministry of Finance for the cryptocurrency legalization bill. The proposals include allowing P2P digital currency transactions between individuals using cash, with a single transaction limit set at 600,000 rubles; permitting digital currencies to be transferred from digital custodial institutions to non-custodial wallets; distinguishing cryptocurrencies from stablecoins like USDT and USDC; expanding the range of assets allowed for legal purchase and circulation to include native tokens like TRON and Solana used for paying on-chain fees; and raising the minimum allowable purchase limit for non-qualified investors to 600,000 rubles per month.
