[Government Website Shows U.S. Department of Commerce Withdraws Proposed Rules on AI Chip Exports] According to a report by Jinse Finance on March 14, foreign media reported that a government website showed the U.S. Department of Commerce withdrew a proposed rule on artificial intelligence (AI) chip exports last Friday. The draft rule was originally intended to regulate global access to AI chips and had been submitted to other agencies for feedback at the end of February. The website did not specify the reason for the withdrawal. A spokesperson for the U.S. Department of Commerce has not yet responded to requests for comment. This withdrawal marks another setback for the Trump administration in its efforts to revoke and replace the AI chip export framework issued by the Biden administration in January 2025. The rule, titled the AI Action Plan Implementation, was published on February 26 on the website of the Office of Information and Regulatory Affairs, marked as 'under review,' and was subsequently removed. Documents show that the plan had considered making foreign investments in U.S. data centers or security assurances a condition for approving the export of 200,000 or more chips. A former official stated on Friday that the withdrawal of the latest proposed rule likely reflects internal disagreements within the government on how to achieve global AI dominance and address national security concerns.
