Wyoming Senator Promotes Tax Exemption Proposal for Small Cryptocurrency Transactions

Wyoming Senator Cynthia Lummis is pushing for a proposal to exempt small cryptocurrency transactions from taxation during the Senate discussion of the Digital Asset Market Structure Act. She stated in an interview with CNBC that the House Ways and Means Committee and the Senate Finance Committee are considering setting up a $300 tax exemption that would allow users to pay without paying capital gains tax. Lummis proposed an independent bill in July 2025, proposing to exempt cryptocurrency transactions below $300 from capital gains tax and set an annual limit of $5000. She emphasized that she is seeking a balance to clarify when Bitcoin transactions are subject to taxation and when they can be used as a simple means of exchange. Lummis also pointed out that Democratic lawmakers have not yet voted in favor of the cryptocurrency market structure bill.
