[OpenAI CEO Announces Amendment to Agreement with the Department of Defense, Clarifying AI Systems Must Not Be Used for Surveillance of U.S. Citizens]
DeepTechFlow reports, March 3rd: OpenAI CEO Sam Altman today released an internal notice on social media, announcing that the company is revising its collaboration agreement with the U.S. Department of Defense (DoD) to explicitly prohibit AI systems from being used for domestic surveillance of U.S. citizens, including methods involving the acquisition of personal information through commercial channels.
The amended agreement also confirms that OpenAI services will not be utilized by DoD intelligence agencies (such as the NSA), and any such services would require additional contractual modifications. Altman acknowledged that releasing the announcement hastily on Friday was a mistake, as the issue is complex and requires clear communication. He emphasized that the company aims to act through democratic processes and noted that the technology is not yet mature, with many safety concerns needing to be addressed gradually in collaboration with the DoD.
Altman also mentioned his hope that competitor Anthropic would not be designated as a Strategic Computing Resource (SCR) and would receive the same terms of cooperation.
