**[Ministry of Commerce Announcement No. 14 of 2026: Final Determination of the Anti-Dumping Investigation on Imported Canola Seed Originating from Canada]**
The Ministry of Commerce Announcement No. 14 of 2026 publishes the final determination of the anti-dumping investigation on imported canola seed originating from Canada. In accordance with the provisions of the *Anti-Dumping Regulations of the People's Republic of China*, on September 9, 2024, the Ministry of Commerce (hereinafter referred to as the investigating authority) issued Announcement No. 37 of 2024, deciding to initiate an anti-dumping investigation on imported canola seed originating from Canada (hereinafter referred to as the investigated product). The investigating authority conducted an investigation into whether the investigated product was dumped and the dumping margin, whether the investigated product caused damage to the domestic industry in China and the extent of the damage, as well as the causal relationship between dumping and damage.
Based on the investigation results and the provisions of Article 24 of the *Anti-Dumping Regulations*, on August 12, 2025, the investigating authority issued a preliminary determination announcement, preliminarily concluding that imported canola seed originating from Canada was dumped, the domestic canola seed industry suffered substantial damage, and there was a causal relationship between dumping and substantial damage. Following the preliminary determination, the investigating authority continued its investigation into dumping and the dumping margin, damage and the extent of damage, as well as the causal relationship between dumping and damage.
The investigation has now concluded. In accordance with the provisions of Article 25 of the *Anti-Dumping Regulations*, the investigating authority has made a final determination (see attachment). The relevant matters are hereby announced as follows:
**I. Final Determination**
The investigating authority has finally determined that imported canola seed originating from Canada was dumped, the domestic canola seed industry in China suffered substantial damage, and there is a causal relationship between dumping and substantial damage.
**II. Imposition of Anti-Dumping Duties**
In accordance with the provisions of Article 38 of the *Anti-Dumping Regulations*, the Ministry of Commerce has submitted a proposal to the Customs Tariff Commission of the State Council to impose anti-dumping duties. Based on the Ministry of Commerce's proposal, the Customs Tariff Commission of the State Council has decided that, starting from March 1, 2026, anti-dumping duties will be imposed on imported canola seed originating from Canada.
