The Trump administration should have prepared a tariff plan early on. If the Supreme Court rules it illegal, there's a high chance they will activate other legal authorizations, including Section 301 and Section 122 of the Trade Act, to reinstate tariffs.
This plan is feasible, but its overall 'impact' is limited and not as direct as IEEPA. This is one of the reasons it might cause short-term fluctuations, but in the long run, tariff levels will still decrease.
Also, it's hard to keep using tariffs as a 'conventional weapon,' like last time with Greenland or the tariff threats against Canada. Plus, Powell has mentioned before that without Trump's tariffs, U.S. inflation would have come down a long time ago, and the country could have already entered a true rate-cutting cycle.
