The Supreme Court of Panama has ruled that the Changhe Group Port Contract is unconstitutional

On the evening of Thursday, January 29, 2026 (local time), the Supreme Court of Panama unanimously ruled that the operating concession rights of Panama Port Company, a subsidiary of Hong Kong Changhe Group, in the ports of Balboa and Crist ó bal at both ends of the Panama Canal were unconstitutional. Relevant laws and administrative actions were abolished, and port operations may need to be re tendered or restructured in the future.
