The small-cap Russell 2000 Index closed at a record high on Monday, extending its winning streak relative to the S&P 500 Index to seven consecutive trading days. The last time the winning streak was longer dates back to January 2019, when the stock market was rebounding from a sharp decline. In December 2018, amid rising interest rates, concerns over a trade war, and fears of an economic slowdown, the S&P 500 Index fell 9.2%, while the Russell 2000 Index dropped 12%. The following month, the Russell 2000 Index rebounded 11%, and the S&P 500 Index rose 7.9%.
