The restructuring of critical energy and mineral resource supply chains: In the second half of 2025, China is upgrading export controls on rare earths, lithium batteries, and graphene materials, drawing on the U.S. long-arm jurisdiction model. At the same time, the U.S. Pentagon is launching a strategic mineral reserve plan worth up to $1 billion, aiming to weaken foreign dominance in critical metal supply chains. Yesterday, the U.S. detained Maduro, leaving them just one step away from fully controlling Venezuela's massive oil and gas reserves. As we discussed yesterday, these moves make perfect sense in the context of the G2 competition: Venezuela’s oil, Chile’s copper, and Brazil’s iron ore are all resource industries where China is deeply involved, but they’ve become a thorn in the side for the U.S. In Uncle Sam’s eyes, resources in its backyard must be brought under its control. No matter how the G2 rivalry plays out, one thing is certain: major powers will restructure and attempt to fully control the supply chains of critical energy and mineral resources, while maximizing strategic reserves of these resources.
