[The Central Bank Issues the 'Management Measures for the Classification and Rating of Non-Bank Payment Institutions'] The People's Bank of China has issued a notice regarding the 'Management Measures for the Classification and Rating of Non-Bank Payment Institutions.' It states that starting from February 1, 2026, the classification and rating of payment institutions will be implemented according to the revised 'Management Measures for the Classification and Rating of Non-Bank Payment Institutions.' Branches of the People's Bank of China should, based on the classification and rating results, comprehensively evaluate the compliance of payment institutions in areas such as corporate governance, business practices, reserve fund management, user rights protection, system security, anti-money laundering measures, and operational stability. Furthermore, by June 30 each year, they must submit the preliminary classification and rating report and results to the People's Bank of China in the form of an official document.
