Honored to be invited to attend the forum 'Hong Kong: International Dispute Resolution Hub' (Problem-solving city: Hong Kong as a disputes resolver) and share my insights! Hong Kong boasts professional advantages in international arbitration, comprehensive stablecoin regulations, and a robust digital asset regulatory framework. The city is actively promoting the development of Web3 and digital asset dispute resolution services. To further strengthen Hong Kong's position as a global digital asset hub, I believe we can focus on the following three areas: 1. DAO (Decentralized Autonomous Organization) Regulation - In November 2024, the world's first DAO case will be heard and ruled on in a Hong Kong court, marking Hong Kong's leading position in this field. Currently, there are over 100,000 DAOs globally, managing assets worth tens of billions of dollars. Establishing a clear legal framework can provide the industry with clear guidance and attract more DAOs to settle in Hong Kong. 2. Legal Validity of Smart Contracts - It is necessary to clarify whether smart contracts can be considered legally binding agreements and to establish a governance framework equipped with 'emergency response mechanisms' to handle unexpected situations. 3. DeFi (Decentralized Finance) Regulatory Framework - While adhering to the principle of 'same business, same risk, same rules,' we must also consider the unique operational model of DeFi. Efforts can be made in clarifying legal definitions, ensuring smart contracts have safeguard mechanisms, and enhancing international regulatory collaboration.
