We have strengthened Jamaica’s financial resilience by controlling borrowing and reducing the debt-to-GDP ratio, allowing us to access funding quickly and at favourable rates. We prepared for disasters by establishing the National Disaster Fund and a contingency reserve, which are now supporting the initial response to Hurricane Melissa without needing to borrow. For severe events, we rely on insurance and catastrophe bonds, ensuring the economy can absorb shocks. Hurricane Melissa is one of the strongest ever in the Atlantic, but we are confident in our recovery and reconstruction plan. Jamaica, already a case study in debt reduction, is now a model for disaster resilience and recovery.
