I held a meeting on our international activities over the past nine months and the objectives for the next three months.
First – an audit of the implementation of agreements, primarily regarding defense packages and support for our resilience, including in the energy sector. Second – relations with the United States and the negotiation track aimed at ending the war. Third – the European direction, and this includes not only the negotiations on Ukraine’s accession to the European Union, but also bilateral cooperation programs with European partners, particularly European investments in Ukraine’s defense production, the development of joint production on the territory of partner countries, and the implementation of initiatives such as PURL and SAFE. Separately and in detail, we focused on the use of Russia’s frozen assets to fully support our defense and recovery after Russian strikes. We are getting closer to a decision on the assets, and I thank everyone who is helping us. It is absolutely fair that Russia must pay for the war it started, continues to drag out, and wages in an openly terrorist manner.
We are preparing for the visit of our delegation to the United States. The delegation will include the Prime Minister of Ukraine, the Head of the Presidential Office, and the Commissioner for Sanctions Policy. The visit program will also feature a substantial component involving the Ministry of Defense of Ukraine and the National Security and Defense Council. We are shaping the plan of meetings. We have proposed to the United States several strong defense agreements that could strengthen both our countries, and we must make our dialogue with America on these agreements more substantive.
I am grateful to every partner who has already joined the PURL initiative, and I gave instructions to work with countries, particularly in Central and Southern Europe, so that they also provide this crucial support both for our defense and for productive relations with the United States. The PURL initiative makes it possible to purchase such unquestionably important items as missiles for Patriot and HIMARS systems, while also making the United States’ interest in cooperation with Europe more substantive.
Government officials delivered detailed reports on the needs of the energy sector and on recovery after the Russian strikes. We identified a list of priority countries that can provide assistance precisely as required and in a timely manner. There are already substantial agreements with Norway and the Netherlands – I spoke with the prime ministers of these countries. Everything must now be fully implemented at the team level. We also count on the support of several other partners, and I have instructed direct engagement with them and a report on the outcomes of those discussions. In fact, we know which steps will ensure sufficient support for Ukraine’s resilience.
As we’ve said before, in the negotiations with the European Union on Ukraine’s membership, we will be ready to open all the clusters this year already. We continue to work with the European Union at all levels to ensure progress that is fully deserved by every country that fulfills its commitments. Ukraine fulfills its part of the commitments, and we expect equally comprehensive work from the European side. We see the corresponding political opportunities.
I also gave instructions to step up work on sanctions, with the primary targets being Russia’s oil revenues and its ability to buy new components for producing drones and missiles. No drone or missile could be produced by Russia alone without imported critical components and specialized equipment from other countries. We understand which pressure points can be most effective. We are preparing the relevant negotiations and contacts.
