Voice Vote Passed refers to the process in which members of the United States Congress (such as the House of Representatives or Senate) vote on a bill or proposal by collectively shouting "aye" or "nay". The presiding speaker of the meeting determines whether the proposal is passed based on the size of the voice. This voting method is fast and informal, and does not record the individual voting of each member, resulting in lower transparency. Compared to the "recorded vote" that requires recording the voting of each member, it is simpler.
However, Congressman Waters requested a recorded vote, which required each member's vote to be recorded separately, and therefore the final passage was postponed, awaiting the result of the recorded vote.
