Recently, I submitted written recommendations to the Chief Executive of HKSAR, Mr. John Lee, regarding expectations and suggestions for the 2025 Policy Address. The recommendations cover six major areas with a total of 27 suggestions. Below are the details related to the Web3 sector: 1. Further Promote Hong Kong as a Web3 Hub: Focus on policy support, talent cultivation, and industrial ecosystem development. This includes improving regulations and tax incentives for cryptocurrencies and tokenized assets. Strengthen the connection between the traditional financial system and the cryptocurrency market, enabling the Web3 industry to enhance the total GDP contribution of the real economy, innovate digital economic models, and improve the quality of digital economic development. 2. Lead the Establishment of a Belt and Road Cryptocurrency Regulatory Alliance: Collaborate with Belt and Road countries and regions to jointly promote the development of Web3 policy regulations. Host an annual cryptocurrency regulatory summit in Hong Kong and design Web3 management standards that align with international regulations. 3. Establish a "Tokenization of Assets" RWA Development Academy: The academy's functions will include researching relevant compliance regulations and promoting Hong Kong's opportunities in asset tokenization to attract more businesses to develop in Hong Kong. --- 就2025年《施政報告》的期望與建議，日前向行政長官李家超先生提交書面建議，涵蓋6大範疇27項建議。以下為有關web3範疇的建議詳情： 一、建議進一步推動香港成為 Web3 樞紐：從政策支持、人才培育和產業生態三方面發力，包括完善加密資產及代幣化資產的法規與稅務優惠等。加強傳統金融體系與加密資產市場之間的聯繫，讓Web3產業可以提升實體經濟GDP產值總量、創新數字經濟模式、提高數字經濟發展質量。 二、牽頭成立一帶一路加密資產監管聯盟：聯合一帶一路國家和地區共同推動Web3政策監管的發展，每年在港舉辦加密資產監管峰會，設計符合國際規則的 Web3 管標準。 三、成立「資產代幣化」RWA 發展學院：學院職能包括研究相關合規法例、對外推廣香港資產代幣化的機遇，從而吸引更多企業到港發展。
