The National Defense Authorization Act, expressly:
-Prevents any President from leaving NATO without Congressional approval.
-Prevents the President from blocking any Congressional approved NATO funds unless a 2/3rds super majority of Congress agrees.
-Requires the President give the Foreign Relation Committee 180-days of notice in writing, before any decision to "suspend, terminate, withdraw or *denounce*" NATO
And outlines this as a requirement authorization of enforcement via the courts or legal action within Congress.
Meaning, by Congressional law, this would expressly be a 'high crime and misdemeanor' in expressly breaking the law, attempting to circumvent congress, AND betraying American's strategic interests and security.
If (and its a BIG if) that is what he intends to announce today - it would be an impeachable offense.
And it is not lost on me that the bill that made it such was co-authorized by Secretary of Couch Hiding (@marcorubio)
