If you want to make government spending truly transparent, there is only one way to do so: Adopt and use money with a public ledger. In other words, use Bitcoin.
You label all government wallets, and citizens can track government in- and outflows. If the money doesn't end up where it should be, those who should've received it can call the government out.
A blockchain with payment entries does not solve the transparency problem. You still need to trust the ones who make the entries that show that US dollars have been transferred. You might as well use a database for that.
