Epic Sell-off in US Stocks, Musk Loses Nearly $100 Billion in a Day
US stocks suffered a severe sell-off on Thursday, with technology stocks being hit hardest. According to MSX.CON data, at one point during trading, the Dow Jones, S&P 500, and Nasdaq indices saw their maximum declines reach 2.38%, 3.57%, and 5.35% respectively, while the Philadelphia Semiconductor Index's decline expanded to 11.6%, leading to a concentrated sell-off in the AI hardware supply chain. Nvidia dropped as much as 9%, while TSMC, SpaceX, and Tesla saw their stocks plummet by 11%. The real-time billionaire list from Forbes showed that the stock market decline significantly reduced the wealth of several tech billionaires globally. Elon Musk's wealth decreased by $91.2 billion in a day, a drop of 10.50%; Dell Technologies founder Michael Dell lost $20.5 billion, down 9.60%; Nvidia CEO Jensen Huang lost $15.1 billion, down 8.70%; Oracle founder Larry Ellison lost $13.2 billion, down 8.05%; Meta founder Mark Zuckerberg lost $12.9 billion, down 5.98%. The combined wealth loss of these five billionaires totaled $152.9 billion in one day, with Musk accounting for nearly 60% of the total loss. This reduction in wealth primarily reflects the impact of falling stock prices of related listed companies on the valuation of the billionaires' holdings.
The Democrats achieved a significant victory in the US midterm elections, which may alter the policy environment for the crypto industry in Washington. With Sherrod Brown, who has a critical stance on the crypto industry, returning to the Senate, and Elizabeth Warren continuing to exert influence in financial policy, the new Congress may focus more on scrutinizing Trump's personal crypto dealings, including his affiliated project World Liberty Financial, rather than promoting the CLARITY Act and other industry-friendly legislation. Sharplink CEO Joseph Chalom predicts that the CLARITY Act may remain shelved until 2028. TD Cowen analyst Jaret Seiberg believes that the CLARITY Act will face challenges in the next two years and that the political environment may prevent the advancement of the industry-supported version of the bill. However, insiders from companies like Circle emphasize that the crypto industry has bipartisan support, with members from both parties backing the sector; even if the CLARITY Act is delayed, progress may still be made in areas like stablecoins and tokenized stocks through existing legal and regulatory framework. The US Federal Reserve (Fed) and the Office of the Comptroller of the Currency (OCC) have begun contacting banks to inquire about any unusual activities or service interruptions to assess potential security risks to the banking system exposed by the recent $6.3 billion hack of Binance. Sources reveal that several US banks are checking their cybersecurity systems, with one major bank starting to draft an internal report assessing whether security measures need to be upgraded. Binance has stated that it is in close contact with global regulators and continuously updating them on the progress of the incident. There is currently no evidence that the US banking system has been affected by this attack. (Reuters)
Industry News
The Binance hack incident is prompting the crypto industry to re-examine its long-held decentralized principles and the transaction verification, settlement delays, and fund intervention mechanisms in traditional finance. As the crypto industry seeks entry into the mainstream financial market in the US, some institutional investors are starting to reconsider Wall Street's financial risk control mechanisms, which enable banks, payment networks, and clearing institutions in traditional finance to review suspicious transactions and suspend fund flows in certain circumstances. Third Eye CEO Tian Zeng stated that he hopes settlement times can be shortened from the traditional T+1 day to T+1 hour, potentially reducing hackers' ability to quickly transfer funds through appropriate extensions of settlement times and increased review steps.
Fed's Harmack: Gradual Interest Rate Increases are the Best Path to Bring Inflation Back to 2%
Federal Reserve official Harmack stated that monetary policy needs to shift to a restrictive stance, and gradual interest rate hikes pose less shock to the economy and financial system, making it the best path to return inflation to 2%. She pointed out that inflation levels in the US remain too high and are trending in the wrong direction. Harmack also emphasized that the independence of the Federal Reserve is crucial for achieving the 2% inflation target, noting that the US dollar remains a primary reserve currency globally, benefitting from the country's institutional and legal systems.
Hong Kong Secretary for Financial Services and the Treasury, Christopher Hui, announced at Hong Kong Fintech Week that Hong Kong is about to launch an interbank tokenized gold trading project. The project will be promoted based on the Hong Kong Monetary Authority's Ensemble project, proposing that one gold token corresponds to one standard 400-ounce gold bar, and will use Hong Kong's gold reference price HAU as the pricing benchmark. To support the project's operation, Hong Kong will also introduce a new arrangement for tokenized deposits. Hui also revealed that the Hong Kong Stock Exchange plans to build a blockchain-supported multi-asset tokenization platform, allowing pilot trading of tokenized carbon credits, with plans to include warehouse receipts backed by gold stored in Hong Kong and approved by the London Metal Exchange in the pilot by 2027. Binance has submitted a constitutional-level improvement proposal draft to the Arbitrum forum, seeking the return of 8,425.997 ETH and 74.56 million ARB that were previously frozen due to the attack on its hot wallet. The relevant assets are currently still stored in the interim frozen address of Arbitrum One and have not yet been returned to Binance. The proposal must undergo governance processes including forum discussions, Snapshot temperature checks, and binding on-chain voting, with Binance expecting the whole process to take about 7 weeks or longer. Based on CoinGecko pricing as of November 5, the frozen assets are valued at approximately $19.6 million and $11.7 million respectively. Binance states that it will bear the losses for affected users through the SAFU fund and company treasury, and recovered assets can be used to offset event-related losses and costs, including replenishing reserves used for user compensation; the proposal does not involve applying for additional allocations from the DAO treasury. According to the draft, if there are legal procedures preventing asset transfer, the on-chain proposal submission and asset delivery will be paused, and the relevant process also requires Binance to sign a compensation agreement with the Arbitrum Foundation, Offchain Labs, and members of the security committee in advance.
Binance and Polymarket propose to implement a hard fork on the Polygon network to recover approximately 70.49 million stolen POL, valued at about $6.8 million. Among them, the Polymarket-related address involves 23.86 million tokens, while the Binance-related address involves 46.63 million tokens; the tokens are proposed to be transferred from 5 addresses controlled by attackers to two verified recovery wallets designated by the platforms, without changing the total POL supply. Polygon block producers have blocked transactions from the affected addresses, but this restriction is only a temporary measure and cannot return funds to the owners. The proposal requires governance approval and will first be tested on the Polygon Amoy test net, with discussions expected on November 5; the mainnet hard fork date has yet to be determined. Base Mainnet Denim Upgrade Goes Live, Block Time Shortened to 200 Milliseconds
Base has announced that the Denim upgrade is now officially live on the mainnet, achieving a native block time of 200 milliseconds, resulting in 5 complete blocks produced per second. The upgrade replaces the previous Flashblocks pre-confirmations with native blocks, with each block having an independent block number, hash, state root, and receipts; the introduced BaseTime supports contracts in achieving millisecond-level time precision, although block.timestamp still operates in seconds. The upgrade also improves the B20 token standard, allowing issuers to require each transfer to be approved by designated parties such as transfer agents, and the same address list can be used as a whitelist or blacklist.
Anza recommends that Solana mainnet validators urgently upgrade to Agave 4.4.1, or else unpatched nodes will be forked out of the network at epoch 1079, expected to occur at 21:30 Beijing time on November 6. This version applies a minimum loading data volume limit on the loader-v3 ProgramData account.

10% Capital Gains Tax Approved, Greek Parliament Passes Cryptocurrency Tax Legislation
The Greek Parliament has passed a bill to impose a 10% capital gains tax on cryptocurrency profits, marking Greece's first comprehensive legal framework for taxing crypto assets. Cryptocurrency capital gains up to €500 (approximately $563) per year can be exempt from this tax.
South Korean Finance Minister Lee Hyoung-il stated today that the government plans to postpone the cryptocurrency tax originally scheduled for implementation in 2027 to 2029 and will negotiate with Congress to advance related legislation. The government indicated that South Korea plans to begin exchanging virtual asset tax information with the US in 2029, aiming to improve the tax collection mechanism for domestic and foreign transactions before that. The current plan stipulates a 22% tax rate on personal annual cryptocurrency profits exceeding 2.5 million won (approximately $1,869). The government also plans to study allowing investors to carry forward losses to offset future gains over a three-year period and will submit related amendments to Congress during regular sessions in 2027.

An SEC spokesperson stated that the SEC expects to review a proposal to revise brokers' financial responsibility, record-keeping, and reporting requirements to clarify how the relevant rules apply to crypto assets. The US Commodity Futures Trading Commission (CFTC) also submitted another proposal to OMB this week aimed at enhancing consumer protection measures in prediction markets.

Vitalik: The Primary Task for Crypto Exchanges in the Next Two Years is Survival, Not Competition
In an interview, Vitalik Buterin stated that the primary task for cryptocurrency exchanges in the next two years will be survival rather than gaining market advantage. He noted that the frequency of hacking incidents in the industry is high, and if security issues persist, regulators may intervene, requiring companies to adopt more prudent operational measures and take on stricter security responsibilities. Buterin also affirmed the ongoing development of the developer ecosystem in India.
Arthur Hayes published an article titled "D is for Dilution," warning that SpaceX, Anthropic, and OpenAI may face substantial pressure for large-scale share unlocks and dilution after going public, thereby driving down stock prices and weakening financing capabilities, while transmitting risk through the credit market to the entire AI supply chain. Based on relevant share unlock arrangements, Hayes estimates that SpaceX may have approximately 8.6 billion additional shares of common stock by June 2027, equivalent to an approximately 50% increase in share supply; Anthropic's initial investors may face dilution of up to 83% simultaneously at IPO.
SkyBridge Capital Founder: CLARITY Act's Delays Could be Caused by Trump's Meme Coin Business
SkyBridge Capital founder Anthony Scaramucci stated that Trump's crypto business and the issuance of meme coins have led to a loss of Democratic support for the CLARITY Act, weakening the bipartisan momentum of the bill. He noted that the related meme coin was launched before Trump's inauguration in January 2025 and was one of the reasons for the bill's stagnation. Scaramucci also pointed out that there are disagreements between legislators and the White House regarding ethical restrictions: legislators want to strengthen the limitations on government officials' crypto asset interests, while the White House is reluctant to sign off on related provisions. He expressed that both sides should take responsibility for the failure to advance negotiations.
