Russia wants banks to keep their own crypto risk on a very short leash: no more than 1% of capital.

The draft would apply the cap to direct holdings and other crypto-linked exposure, while some client custody stays outside it if the bank does not bear the loss. Those customer positions would still face separate capital treatment.
