China urges the early opening of the Strait of Hormuz, while Iran still demands that the United States fulfill its commitments.

On September 16, Wang Yi held talks with Iranian Foreign Minister Amir-Abdollahian in Beijing, urging both the U.S. and Iran to maintain rationality and restraint, return to the June "Islamabad Memorandum," and open the Strait of Hormuz as soon as possible. He also clearly stated that he does not wish for the conflict to spread further into Yemen and the Red Sea.

My personal understanding is that while China supports Iran in safeguarding its legitimate rights and interests, it is also asking Iran to consider the energy and trade interests of other countries. The obstruction of the Strait of Hormuz has already affected oil-importing countries, including China. If issues arise again in the Red Sea, the Saudi crude oil transported to the Red Sea through the east-west pipeline, bypassing the Strait of Hormuz, will also be impacted. Currently, this pipeline has also encountered operational disruptions, and if shipping risks continue to increase, the costs for importing countries to seek alternative supplies will rise.

Amir-Abdollahian also expressed the hope to return to a diplomatic resolution channel, stating that Iran has formed a plan with Oman to open the Strait of Hormuz, but still demands that the U.S. fulfill its commitments. The negotiation framework from June involves the U.S. lifting the maritime blockade, Iran restoring commercial shipping, and subsequent negotiations on sanctions and nuclear issues. Therefore, even if Iran is willing to negotiate, the plan to open the Strait already exists; how the U.S. adjusts the blockade and how both sides fulfill their commitments still need resolution. No date for the restoration of navigation has been announced following this meeting.

I am more inclined to believe that this meeting sends a positive signal for continuing negotiations, and China has also clearly expressed its concerns about the escalation of the conflict. However, whether oil prices can continue to fall will depend on whether the U.S. and Iran take actual actions moving forward.
