Iranian President Ebrahim Raisi stated in a recent remark that Iran will only reopen the strait if the United States ends its blockade and attacks.

At the same time, Raisi confirmed that Iran and Oman plan to sign a mutual navigation agreement for the Strait of Hormuz on September 14, and the foreign ministers of the Gulf Arab states will also attend the meeting. After the agreement is signed, the International Maritime Organization will be notified.

Therefore, even if the signing is completed on Monday, it does not mean that the Strait of Hormuz will quickly return to normal navigation. Iran still ties the reopening of the strait to the cessation of U.S. blockades and attacks.

This also leads me to believe that Iran is preparing for controlled passage while continuing to use Hormuz to negotiate the lifting of the U.S. maritime blockade on Iran. Neighboring countries hope to restore energy exports, and Iran also hopes to export its oil, providing a common negotiating motivation for both parties.

However, this is still a condition proposed by Iran. Although this part of the route theoretically does not require U.S. consent, if the U.S. also imposes indiscriminate blockades, then this waterway loses much of its significance.
