On the afternoon of September 16, 2026, BlockSec will hold a closed-door exchange event in Hong Kong titled Harbouring Trust, co-hosted by East Asia, Jumio, and TiDB. The event will have approximately 50 attendees, by invitation only, with the theme Building a Secure and Compliant Foundation for the Next Generation of the Crypto Economy.

Attendees will primarily consist of institutional decision-makers and business leaders. Participating institutions include Bybit,Bitget, Bitget Wallet,Gate, KuCoin, OKX, VDX and other trading platforms and wallets, EchoX, Ksher, PayerMax, PingPong, RedotPay, Unlimit, Upay, Lianlian International, Paycools and other payment and stablecoin institutions, Conflux, Pharos and other public chains and technical teams, PwC, JunHe Law Offices and other professional service institutions, Bullish, EX.IO, OSL, VDX, Futu Securities, Huatai Securities and other licensed institutions under the Hong Kong SFC, as well as the Hong Kong Investment Promotion Agency. Among the representatives attending are several CEOs, COOs, CSOs, CTOs, and heads of compliance and risk control.

The regulatory framework for virtual assets in Hong Kong is gradually being implemented, with the VATP licensing system already operational, and the regulatory framework for stablecoin issuers beginning to be enforced, while the licensing framework around VA dealing, custody, consulting, and asset management continues to advance. At the same time, AI is rewriting both attack and defense strategies, with phishing, deep fakes, identity impersonation, and malicious code generation accelerating, raising the bar for compliant operations and team capabilities. For institutions, the question has shifted from whether they can conduct business to how to maintain business growth while adhering to compliance boundaries. This exchange will focus on this issue.

Three Discussion Themes

Security: Which risks can be identified before losses occur, how critical operations can resist identity impersonation and social engineering, and whether the team can quickly stop and respond after an anomaly occurs.

Compliance: After regulatory requirements enter products and operations, what constitutes clear red lines, where is there still reasonable business space, and how to incorporate KYT/AML, transaction monitoring, sanctions screening, and cross-border requirements into processes.

Team Preparedness: Transitioning from traditional finance to Crypto requires new knowledge and collaboration methods for on-chain transactions, asset custody, private key management, fund tracking, and incident response; how well does the team understand these, and are the processes for transfers, approvals, and permission changes reliable?

On-site Agenda

Following the opening, BlockSec co-founder and associate professor at the Chinese University of Hong Kong, Zhou Yajin, will deliver a keynote speech on Security and Compliance in the Era of Crypto Institutionalization. The subsequent fireside chat will focus on compliance boundaries, operational practices, and growth, with a cross-industry panel bringing together heads responsible for trading, custody, payments, and institutional assets to discuss the common risk defenses faced by all parties.

During the introduction segment, each guest will present a question they are currently paying attention to. The Hot Seat will bring the most frequently mentioned questions from the pre-event survey to the stage, asking guests for specific practices. After 6:00 PM, there will be a dinner where discussions from the afternoon can continue in a more relaxed atmosphere.
