The essence of the SEC's new policy is to allow legitimate ICOs, enabling quality projects to issue tokens for financing in a compliant manner, unlike in the past when junk projects in the crypto space could just package themselves and list on major exchanges to profit from retail investors, starting out with a hundred billion FDV.
