The South Korean Financial Services Commission is accelerating the tightening of regulations on single stock leveraged products in late July, moving the previously planned phased implementation of investor thresholds to around July 31.
According to a report by South Korean media SBS on July 24, investors will now need at least 30 million won in pure cash in their accounts to participate in such products. The previous minimum was 10 million won, with stocks, ETFs, bonds, and other alternative securities counted at a certain proportion. The new regulations apply to new or additional investments and cover single stock leveraged products listed both domestically and internationally.
The products specifically targeted are the 2x single stock leveraged ETFs/ETNs tracking Samsung Electronics and SK Hynix. Regulators are also suspending the launch of similar new products, limiting the marketing of already listed products, and requiring enhanced premium and discount management.
What the market is watching is not just South Korea cooling off retail speculation. The more pressing issue is how much of the trading surge in South Korean chip stocks over the past two months is based on AI semiconductor fundamentals and how much is due to leveraged products mechanically amplifying buying and selling pressure.
Chip Trading Takes Center Stage
Single stock leveraged ETFs/ETNs do not purchase a basket of stocks but focus on single stocks, attempting to amplify the daily fluctuations of the underlying stock by approximately 2 times. If Samsung Electronics rises by 3% on a given day, the target rise for the related 2x product is roughly 6%, and likewise for declines.
This type of product was launched at the end of May, coinciding with a surge in AI semiconductor trading. Samsung Electronics and SK Hynix are already core weights in the South Korean market, and retail investors prefer high-volatility assets. With low thresholds, strong themes, and clear targets converging, the product expanded rapidly.
An English announcement by the South Korean Financial Services Commission on July 16 stated that after the related products were launched on May 27, their market capitalization and trading volume rapidly increased, raising concerns about heightened volatility in global memory chip stocks. This indicates that the trading structure has started to impact the underlying stocks.
According to Bloomberg, Samsung Electronics, SK Hynix, and related leveraged and inverse products once accounted for more than 70% of trading value in the South Korean stock market. This figure may not be regulatory data, but it sufficiently explains why the regulators hit the brakes less than two months after the product launch.
Daily Rebalancing Amplifies Pro-Cyclical Forces
The real impact of these products on the market lies in daily rebalancing. To maintain target leverage of about 2 times daily, issuers and liquidity providers need to continuously adjust the underlying stocks or related exposures.
In simple terms, when the underlying stocks rise, the products may need to continue increasing exposure to maintain target leverage. When the underlying stocks fall, the products may decrease exposure. This creates pro-cyclical forces, buying more when prices rise and selling more when prices fall.
If the product size is small, rebalancing is merely a back-end operation. However, when related products and underlying stocks dominate the exchange's trading volume, it transitions from a technical detail into part of the market price.
This also explains why explosive trading cannot be directly equated with enhanced fundamental demand. AI servers, HBM orders, and storage prices will affect the valuations of Samsung Electronics and SK Hynix, but when short-term funds enter and exit through 2x products, substantial technical buying and selling blends in with the trading.
Investors may easily misjudge this layer. Seeing amplified trading and soaring stock prices, it is easy to misconstrue it as institutional investors continuing to allocate AI hardware assets. In actual trading, retail subscriptions, momentum funding, inverse product hedging, and daily rebalancing may together create an illusion of liquidity.
Cash Threshold Targets New Speculation
South Korean regulators raised the cash threshold because it is a more direct measure than risk warnings. Requiring accounts to have 30 million won in pure cash effectively blocks some small, high-frequency, and rolling participating funds.
"Pure cash" is the core of this adjustment. Previously, investors could count assets like stocks, ETFs, and bonds at 70% of their market value towards the threshold, resulting in relatively low financial pressure. After the new rules take effect, existing holdings cannot substitute for cash requirements, and retail investors' ability to continue rolling into leveraged products will decrease.
Halting new product launches signals another layer of intent. Regulators are not just handling irregular trading in a few products, but are indicating to issuers that the pace of expansion for single stock leveraged ETFs/ETNs needs to slow down, at least until volatility stabilizes.
From a market effect standpoint, the new regulations may dampen two categories of demand. One category includes new retail investors who initially intended to leverage small funds for amplified gains on AI chips, and the other consists of the trading ecosystem reliant on high turnover and high volume of ETF/ETN transactions. With the trading volume of the products decreasing, the mechanical impact of rebalancing on underlying stocks will also marginally weaken.
However, this does not mean that South Korean regulators are negating the logic behind AI chips. What is being cut off is the low-threshold leveraged entry, not the HBM, storage cycles, or AI capital expenditures themselves. For Samsung Electronics and SK Hynix, valuations ultimately still depend on orders, profit margins, and industry cycles.
Existing Positions Determine Cooling Slope
The clearest effect of the new regulations is blocking new speculation, while the most difficult aspect to assess is how existing positions will behave.
Investors who have already entered the market may continue to hold, gradually exit, or concentrate exiting under the pressures of thresholds and volatility, determining whether this cooling will be a smooth withdrawal or trigger new price fluctuations. Regarding the asset scale of the products, the market has varying estimates, making it more suitable to view as directional signals of crowded trading.
Peter Kim, an investment strategist at KB Securities in Seoul, holds a cautious view. He believes single stock leveraged ETFs have become more like speculative tools rather than long-term investment instruments. If positions remain suspended and volatility continues, a market downturn may be prolonged.
The cash threshold can prevent more retail investors from entering but cannot automatically digest the already crowded positions. If the underlying stocks continue to rise, the existing pressure may be obscured. If AI chip trading weakens, selling and rebalancing of leveraged products may still amplify the declines.
After July 31, the key variable to observe is whether the trading structure has returned to normal. If the trading turnover of related ETFs/ETNs decreases and the daily volatility of Samsung Electronics and SK Hynix narrows, it indicates that regulators have started to cut off the product mechanism's takeover of market trading.
Conversely, if the trading volume decreases but volatility remains high, or if existing products continue to amplify selling pressure in a downturn, the issues will not just be about thresholds being too low. For investors chasing the AI hardware market, this verification point is more important than the news of regulatory changes itself.
