He specifically mentioned that Saudi Arabia and Qatar should sign immediately, and other countries should follow suit. If any country does not sign, it should not be part of this agreement because that represents "malice."
In general, it is about using the Iran negotiations as an entry point to compel more Middle Eastern countries to join the Abraham Accords, ultimately shifting the Middle East from war towards a new regional alliance led by the United States with the normalization of relations between Israel and Arab nations at its core.
