VPN uses the international access channels provided by the national public telecommunications network (telecom, mobile, etc.), and you have not independently established or used other channels for international connections, so VPN does not fall under this law;

What is "self-built channel"? It means pulling a network cable to Hong Kong by oneself, or using Musk's Starlink to access the internet, which is what is meant by physically self-built channels (i.e., using other channels for international connections)!
