Each mobile network base station has a different IP, and this base station IP is shared by countless people. Not to mention the frequent use of different Wi-Fi networks. Regarding VPNs, when Brazil banned Twitter last time, Musk called for the use of VPNs.

Therefore, the idea that throttling occurs due to IPs is nonexistent. Throttling or account bans are mainly due to the content being posted or having too many followers.
