On December 29, the Deputy Governor of the People's Bank of China, Lu Lei, publicly announced that the "Action Plan for Further Strengthening the Management Service System of Digital Renminbi and Related Financial Infrastructure Construction" will officially be implemented on January 1, 2026. The digital renminbi will transition from the "digital cash" phase to the "digital deposit" 2.0 era. The core highlight of this transformation is that the balance of real-name digital renminbi wallets will begin to accrue interest, providing users with tangible benefits.
According to the deployment of the "Action Plan," banking institutions will pay interest on the balances of first, second, and third category real-name digital renminbi wallets, with interest rates following the bank's posted rates for demand deposits. Users will not need to take any additional actions, and the payment experience will remain unaffected. However, the anonymous fourth category wallets, which can be opened with just a mobile phone number, will still retain small payment functions, but their balances will not accrue interest for now, balancing convenience with compliance requirements.
This upgrade also clarifies operational norms: digital renminbi from banking institutions will be included in the reserve management system, with wallet balances counted towards the deposit reserve base, and equal safety guarantees provided by deposit insurance. Non-bank payment institutions will implement a 100% margin requirement, further strengthening the financial security framework.
Lu Lei emphasized that the ability of accounts to earn interest is a key factor in incentivizing users and institutions, which is crucial for monetary innovation. This adjustment not only allows digital renminbi to combine payment convenience with value-added attributes, enabling idle funds to achieve a "payment + earnings" dual benefit, but it will also promote the implementation of more financial service scenarios, injecting new momentum into the development of the digital economy.
