In the early versions of WeChat, it allowed logging in with a phone number as the account. Sister may have been targeted because her account is too old and did not upgrade its security level later.

The verification chain for WeChat looks something like this:

If the account security level is low → Can log in directly with a verification code

If the account security level is medium → Requires a password

If the account security level is high → Requires device verification, payment real-name verification, friend assistance, etc.
