- Users stake POLY to report on an outcome

- Wrong reports get slashed, right reports earn fees

Governance is useful as POLY holders could:

- Pick which oracle each market uses

- Change rules fast when an oracle is under attack

- Fund an appeal pool so traders can challenge bad calls

Markets that resolve pay extra POLY to reporters and challengers and markets that end in a mess burn some Treasury?

Risky if one whale grabs most POLY.

So maybe can limit risks with quadratic voting, or reputation tiers...

Oh, and need to distribute the token widely otherwise just the team and VC would have too much power.
