It is indeed too late. Between 2008 and 2015, perhaps that was the last window for the United States to prevent China's development. After that, China's growth has been unstoppable like the rising sun in the East.

In fact, national competition is not as metaphysical as some people say; the core points are:

1/ Do you have sufficient national mobilization capability? (Counterexample: India, Positive example: Vietnam)

2/ Is your system appropriate? It basically needs some market economy, but state-owned enterprises also have their advantages.

3/ Do you have a sufficiently educated population?

4/ Hardware conditions, such as port and road infrastructure and technological accumulation.

Combining these points forms the core formula for a country's development. Therefore, the anti-establishment voices that sing about China's collapse every day are repeatedly proven wrong because they are fundamentally misattributing the causes.

Some foolish individuals in the West have even coined a term called "institutional dividend," meaning that India will inevitably surpass China because of its democratic system. It's truly foolish. Whether a country is democratic or not doesn't really matter; the key is whether your central government has the capability to mobilize.
