The county system was not the earliest system; the feudal system was earlier in China.

However, the county system actually appeared long ago, first in the State of Chu, which adopted the county system in the early Spring and Autumn period, while the State of Jin did so in the mid-Spring and Autumn period, several decades later. The county system we refer to in the Qin Dynasty was actually the latest; Shang Yang's reforms came out 300 years later than the county system of Chu. Of course, the county system in the Qin State was implemented more thoroughly and spread nationwide, while the State of Chu had a mix of the county system and the feudal system.

You can compare the county system to an agency system, where the feudal system is layered subcontracting, while the county system is direct sales.

Why didn't Europe achieve great unification? Because Europe is backward; its civilization is at least 1,000 years behind China.
