Today marks day 14 of the U.S. government shutdown—two full weeks of political gridlock—and yet Uncle Sam’s crypto wallet hasn’t taken a break. Despite the freeze, federal wallets still shuffled more than $73 million in bitcoin. According to Arkham metrics, at precisely 4:57 a.m. Eastern time, the government executed a tiny test transfer of 0.001 BTC—roughly $111 worth at the time.

Following the test transfer, the feds then moved 652.62 BTC around ten minutes later. These bitcoins specifically came from the Potapenko/Turogin fraud case. Sergei Potapenko and Ivan Turogin, Estonian nationals, were the architects behind one of the largest cryptocurrency-related frauds ever prosecuted in the U.S., running from 2015 to 2019.

After the initial transfer to one address, the government decided to hop one more time and send the funds to another unknown wallet. This could mean that the funds are being separated for the purpose of dispersal at another period in time. Reportedly, victims of the Potapenko/Turogin fraud case would be able to claim losses via a remission process. Moreover, the Trump administration had previously vowed to never sell any confiscated bitcoin from the seized BTC they have accumulated.

No one really knows how deep Uncle Sam’s bitcoin pockets go. A Freedom of Information Act (FOIA) request from The Rage in July claimed the U.S. Marshals only oversee 29,000 BTC—at least on paper. But onchain detectives tell a different story. Arkham data, along with other wallet trackers and aggregators, have tagged more than 190,000 BTC under federal control. In fact, Arkham’s latest numbers pin it down to a precise 197,353.73998737 BTC—valued at roughly $22.78 billion.

Whether the government is quietly repositioning assets or simply tidying up its digital vaults, one thing’s clear—the feds remain one of bitcoin’s biggest, and most mysterious, whales.
