The Albanian government's AI virtual assistant helps citizens with various affairs ranging from driver's licenses to pension applications and court documents, and has now become one of the world's first AI politicians.
"Diella is the first cabinet member created virtually by AI who is not physically present," and has been tasked with keeping Albania "100% corruption-free," Albanian Prime Minister Edi Rama reportedly stated at the Socialist Party's national congress on Thursday.
Its mission will be to oversee all goods and services procured by the government from the private sector, which has led to a series of corruption scandals in Albania over the past few decades.
Reports indicate that Diella means "sun" in Albanian and has previously served as an AI virtual assistant on the e-Albania platform, helping citizens and businesses obtain various national documents through voice commands and issuing documents with electronic seals to reduce bureaucratic delays.
It is reported that Diella has helped issue over 36,600 digital documents and provided nearly 1,000 services through the platform.
However, Rama did not elaborate on who would be responsible for any mistakes made by Diella, what kind of human oversight would exist, or how the risks of AI manipulation would be handled.
This marks the first time in history that an AI robot has taken on a significant government role. In May of last year, Ukraine launched "Victoria Shi," an AI-generated spokesperson responsible for providing updates on diplomatic affairs.

In recent years, Albania seems to have embraced AI more than cryptocurrency. While a crypto regulatory framework was established in May 2020—at the time one of the most comprehensive crypto legislations in Europe—Albanian banks continue to issue warnings about the risks associated with crypto transactions, slowing down the pace of adoption.
Although Albania remains a peaceful country, it has long been a hotspot for organized crime, with some officials accused of profiting from contracts.
Earlier this year, Tirana Mayor Erion Veliaj and former Albanian President and opposition party leader Ilir Meta were accused of corruption.
In 2023, the country's former Minister of Environment, Lefter Koka, was sentenced to over six years in prison for accepting a €3.7 million ($4.34 million) bribe related to construction projects.
Since becoming a candidate country in 2014, corruption has hindered Albania's path to EU membership.
However, Rama hopes his country can achieve membership by 2030.
