The Philippine government has announced that it will notarize government documents using the Polygon blockchain, and on the same day, the blockchain experienced a brief outage.
The Deputy Minister of Budget and Management, Maria Francesca Montes-Del Rosario, announced on Wednesday via a Facebook post that the government's blockchain transparency initiative is now live.
According to local crypto news outlet BitPinas, Del Rosario stated at the launch ceremony that the blockchain addresses the issue of deepfakes generated by artificial intelligence and prevents criminals from forging government documents.
"We are using cutting-edge technologies such as artificial intelligence, blockchain, and satellite imaging to enhance the way we implement public policy and governance," Del Rosario added.
Paul Soliman, CEO of Bayanichain, the company responsible for the project, stated that the blockchain will be used to track government budget documents. He said, "The collaboration between the Department of Budget and Management (DBM) and Bayanichain sets a precedent for transparency and accountability in public finance."
In this application, the blockchain serves as an uneditable public database, providing a permanent record-keeping system for notarization purposes. BitPinas reported that the DBM's action document release system generates budget documents and records the representation of the data on the Polygon blockchain.
While specific details of the implementation were not disclosed, similar systems typically store only a hash on the blockchain. A hash is a fixed-length alphanumeric string derived from arbitrary data, commonly used to represent data. Verifying that the generated hash matches the provided hash ensures that it is the same data used to generate the provided hash.
The official website for the Philippine government's blockchain-based document verification service allows users to search for documents or scan their QR codes. The code or search provides the Special Allotment Release Order (SARO) or Notice of Cash Allocation (NCA) document code and verifies its key details.
The Polygon Heimdall v2 mainnet—the consensus client for the Polygon proof-of-stake chain—went down on Wednesday, the same day the Philippine government announced its plans. The Polygon team told Cointelegraph that the cause is suspected to be a "consensus error."
The issues with Polygon were resolved within three and a half hours, allowing its Bor layer to continue generating blocks independently, preventing the network from completely halting activity. However, many user-facing services were affected, and the block explorer failed to reflect ongoing network activity.
