GENIUS Act, Clarity Act Advance Halted by 12 Republicans

The Hill reported that the House’s vote to begin debate on the fiscal 2026 Pentagon funding bill—along with three crypto-related measures—fell flat on Tuesday, blocked by a 196-223 tally. The trio of blocked proposals included the GENIUS Act to shape a stablecoin framework, the Digital Asset Market Clarity Act aimed at broader crypto regulation, and the Anti-CBDC Surveillance State Act, which would prohibit the launch of a Federal Reserve-issued digital currency.

Speaker Mike Johnson explained that several holdout Republicans wanted to bundle the House’s Clarity Act and Anti-CBDC bill into a single legislative package with the Senate’s GENIUS Act. In a procedural move, Majority Leader Steve Scalise flipped his vote to “no,” allowing for the possibility of a do-over. Johnson, meanwhile, promised more talks with Senate leaders, the GOP conference, and the White House to break the logjam. Earlier in the day, U.S. President Donald Trump urged Congress to get the stablecoin legislation passed.
