In the city known as the eldest son of the Republic, it wasn't to the extent of starving, but there was a lack of meat and little oil. However, at that time, everyone was equally poor; only a few high-ranking officials had some allocated food and oil, but they also had no money. There were no struggles for money and interests among people.

However, looking at history both ancient and modern, in that brief period, it truly was a special time when the people were the masters. The leading cadres back then, not to mention corruption, even doing something a bit special could lead to being criticized harshly, and those were real denunciations. There was no need for any laws; everyone had to be honest and behave well. Ordinary cadres genuinely feared the masses!

Although the public security, inspection, and judicial systems were dismantled, there were still police at the police stations, militia teams, worker patrol teams, and revolutionary committees. The so-called law enforcement was crude (there was no criminal law at that time), but it still had to distinguish between "internal conflicts among the people" and "contradictions between enemies and us." Internal conflicts among the people were generally handled by the unit, but for enemy conflicts, the severity could be intense. Nevertheless, there was still a bottom line; as long as you asked: "Are you still a Communist Party member?", the aggressor would generally retract immediately. As for rent-seeking through power, that was utterly impossible.

At that time, the most terrifying thing was "targeting people"; it involved collecting black materials, reporting, framing, father-son reporting, mother-daughter reporting, brother reporting, friend reporting, neighbor reporting… it was everywhere. But targeting people was not for personal gain; it was purely harmful to others without benefiting oneself, devoid of any profit motive, and was purely malicious. The essence was the evil within human nature, which was fully manifested and expressed during that time. The evil of human nature is always beyond your imagination.
